Zapret and unblocking YouTube

YouTube in Russia is throttled at the TSPU level, and both "obvious" solutions are bad: sending it abroad gets you a foreign region and ads and burns paid traffic; sending it through Russia without a bypass throttles just the same. The right move is a separate cheap Russian server with zapret as the YouTube exit. Let's build it.
