Operating under whitelists

A separate class of shutdowns that many confuse with a DPI block: mobile internet is left open only to a "whitelist" — government services, banks, marketplaces. This isn't inspection, it's an allow-list, and an ordinary VPS IP is unreachable at that time in principle. I'll show how to bring up an entry that the carrier will let through.

A whitelist is not a DPI block

It's important to understand the difference, or you'll fix the wrong thing. During rolling shutdowns, carriers leave mobile internet open only to a "whitelist" of resources: government services, banks, marketplaces, certain clouds. Everything outside the list is unreachable at all — this isn't deep traffic inspection, it's a crude allow-list by address and domain. An ordinary VPS IP at that time answers on no protocol, because it's simply not on the allowed list.
