Why an "IP list" is yesterday's news

The most persistent illusion a newcomer holds: the censor keeps a big list of bad addresses and blocks by it. That's how it was five years ago. Today's TSPU is a box on the operator's route that looks at the traffic itself in real time and decides about each connection separately. IP lists haven't gone anywhere, but they're now a secondary, crudest layer. The main work is done by content and statistics inspection.
