3x-ui: Hysteria2

Hysteria2 flies where TCP dies — on lossy, jittery, packet-drop-ridden networks. It's TLS-over-QUIC, meaning UDP. In 3x-ui it's stood up via the connection-creation form with protocol=hysteria2. Why Hysteria2 and the main thing about UDP

Hysteria2 is a protocol over QUIC, i.e. over UDP, not TCP. Hence its superpower: on bad networks (lossy mobile internet, high latency, jittery Wi-Fi) it holds speed where TCP-Reality sags or breaks. Its own built-in congestion control (BBR-like) squeezes the channel even under losses.
